Co-determination
Co-determination at NTNU is regulated through the Main Agreement for the state with the adaptation agreement for NTNU. The adaptation agreement states that co-determination shall be exercised through local cooperation committees (LOSAM). Matters for discussion and negotiation of a fundamental nature that may set a precedent for the entire NTNU shall be dealt with in the central cooperation committee (SESAM).
Local cooperation committee (LOSAM)
LOSAM is the local cooperation committee at faculty level and consists of representatives from the employer, health and safety representatives and local trade union representatives. On our website you will find an overview of the Researchers' Association's representatives in LOSAM. Use your representative to influence what happens in your workplace.
The items in LOSAM are either information, discussion or negotiation items. The parties in LOSAM distribute case processing, roles and responsibilities.
Discussion in LOSAM
The purpose of discussions is to ensure that employees' views and input are known and considered before decisions are made. Budget proposals, vacancy texts (salary placement), staffing and operational plans, construction projects, training measures, choices in connection with the procurement and allocation of equipment and aids, and re-allocation between salary expenses and other operating expenses shall be discussed in LOSAM.
Negotiation in LOSAM
Internal organisational changes (the organisation chart is changed, the change lasts for more than six months and entails re-allocation of personnel and/or equipment), staffing increases, welfare measures, allocation of welfare funds and area allocation shall be negotiated in LOSAM.
Co-determination | The principle of co-determination means that employees shall have the right to participate in decisions that concern their working conditions. This is a constitutional right. The Working Environment Act and main agreements confirm your right to co-determination, and it is safeguarded by union representatives and through collaborative bodies. |
Difference between co-determination and participation | Co-determination is representative and is safeguarded through union representatives and structured meeting points between the employer and the trade unions. Participation is safeguarded directly by the departments' managers and employees, where the employees themselves participate in the design of the decisions that affect the working situation.
