As an employee, you have no unconditional right to change already agreed vacation, but the employer cannot deny the individual this unless there are objective grounds.

The employer can also change the agreed vacation if it is necessary due to unforeseen events, cf. Section 6 of the Holiday Act. A nearby example is in case many in the workplace are affected by corona, and it becomes necessary to employ other labour. In these cases, the employer is obliged to cover the additional costs incurred by the individual employee due to the change.
